is this considered "pack searching"

Topps Chrome Value Packs 2010, is built like a rack pack, top section has 1 pack and a clear pack (3 cards) of orange refractors, bottom section is 2 packs

is it searching if you look at the back card of the clear pack, then flip it around, push the clear pack up to see the front card of the clear pack?

I'd say probably but certainly not as bad as feeling up packs

I'd compare it to taking 3 pieces of that black and orange wrapped chewy candy when the sign on the porch says only take 2. It doesn't matter because you probably aren't getting anything good anyways.

Na i don't think so. If they didn't want you to know then they would have put it in a non clear pack.
