1987 Topps base card. VERY common issue. Not a misprint, but a mis-cut. NO premium value increase. If fact, being that badly miscut probably LOWERS the value of the common card. Not worth grading. Mint ungraded copies can be found for under $1.00

I think in general you are correct. There is a small niche collector base who like cards like this and might be willing to pay a small premium...but not much. Maybe a couple dollars total. Trouble is, it's not a large collecting pool and to most collectors view such cards as highly defective and would avoid.
 
I have a mis-cut Darrel Evans (Detroit Tigers) from the same set. Seems that set was well known for having mis-cuts.
