Yes he was. UW will likely be improved from this season. I've heard their receivers dropped a ton of passes. Maybe Locker coming back allows them to contend for the Pac-10 Title. He will be a top 10 pick in 2011... likely the No. 1 pick, barring a major step backward next season.
