I don't know if this has always been the case, but I just noticed it. This seller has 100% feedback when you're looking at one of their auctions:

Apparently, though, that rating is only based on the past 12 mos. This guy only has one feedback left in the past 12 months, and it was positive, thus giving him 100% rating. But looking at his feedback beyond that period, it would appear he should be nowhere near that mark:
