someone makes up that difference, plus it is still a perk for a player who otherwise would not get it.

Nobody makes up the difference. AAs pay in-state tuition for all players.

In North Carolina, the tax payers picked up the difference. That was just ended by their legislature

and I know for like golf, where 30% schollys are normal, that it is 30% of out-of-state tuition and the rest is on them. It depends on the school/state really.
