any stamp collectors here? Need help w/Topps Update pull

Pretty cool, and from the odds pretty tough pull. But what I am wondering is if a stamp collector can help me:

1) What stamp is this?

2) The stamp is written on with a "CCD November 4, 1873" Does that hurt or help the value of this card?

Side note: The box also included the upside down error card of Fukudome, Fukudome Chrome Refractor, and a Manny Ramirez Gold #/2008

I used to collect... The handwriting is the cancellation. Given is looks like a tax stamp, it would explain the handwriting vs. postmark. The Scott's catalog (local library) could help with the value.

It looks like an excise tax stamp (would have been paid at a port as duty on incoming goods).

A quick bit or research found two very old framed photos that had that on the back of them. Possibly a revenue tax and the amount was common to artist/photographers (incoming immigrants at the ports)
