When Pacific exited the scene, everyone suffered too. They actually tried and some of my favorite looking cards were from that company.
I think 03 had great designs.
Definitely not a fan of 00. Topps design was horrible, BC and Finest solid. SPx, SPA above average. Nothing really stands out to me.

i think its just been insert overload...
one of my favorite sets is 1994 Topps Special Fx, i agree with andy on some of the 03 designs, specifically Contenders and SPGU...
i was texting with Phil this week because Brandon Jackson is one of the guys he has a stockpile of...i told him i never bought any because im not a big fan of 2007 designs, i like the SPA RCs, but not the Patch/AU, Contenders is horrible, and im not a big fan of the chipping prone Exquisite...
