what kind of scam is this?

Sent him a message. Here is his response:
I know - it does seem weird. It's for a different website that I am using. They give you 2 promo codes. You can get unlimited codes but they limit it to your cell phone so you should only be able to get 2. This is a way around it. I have already used all of my friends and families #'s so I am opening it up to others to try and get more. Hope that helps. It's not a scam, I just figured 3 game used cards would be a way to thank people for helping me out. Thanks
