bought a card on ebay for $10, free shipping. card comes today and I OWE $3.63 shipping. seller sent the card with delivery confirmation but didn't pay postage.

what can i do?

He probably paid for first class, but it did not meet the thickness requirement so the USPS "upgraded" it to Priority.

With that said, if you really want it, open it and ask for a refund, if not I would write return to sender and have him reship it.
