if beating a garbage team doesnt count as a win, how does LOSING to a garbage team count as a quality loss?...

Washington didnt win any games last year did they?...so they kinda qualify as a garbage team...and they beat USC, how does USC not fall off the face of the earth and some team that has beat 3 garbage teams not take USCs spot?
