i did something like that back in 2003, preordered 4 cases from a guy and it turned into a loan for him for 2 months, then i got 1 case dlvd, said i should have got all 4, there must have been a mixup in shipping, and refunded me for the other 3 cases like 2 weeks after product dropped...

your best bet would be to preorder from D&A or Blowout, they usually only require 20% down, free shipping, and you should get your product as ordered

Guy hasn't sold anything over $35 and now he has 3 cases of Topps Chrome for sale well below the going rate. I'd stay away.
